Quebec points to COVID-19 vaccine maker's rules as reason for slower than planned rollout

Health Minister Christian Dubé says Pfizer's requirement that the second of its two-dose vaccine be held back is bogging down the vaccination effort. Other provinces are plowing ahead regardless.
